東京大学大学院修士課程修了（航空宇宙工学）、慶應義塾大学後期博士課程修了（システムエンジニアリング学）。大学院修了後、三菱電機にて１５年間、宇宙開発に従事。「こうのとり」などの開発に参画。技術・社会融合システムのイノベーション創出方法論などの研究に取り組む。2008年4月より慶應義塾大学大学院SDM研究科非常勤准教授。2010年より同准教授、2017年より同教授。2015年12月〜2019年3月まで内閣府革新的研究開発推進プログラム(ImPACT)のプログラムマネージャーとしてオンデマンド型小型合成開口レーダ(SAR)衛星を開発。

Dr.Seiko Shirasaka earned a Master’s degree in Astronautics from University of Tokyo and Doctoral degree in Systems Engineering from KEIO university. He worked for Mitsubishi Electric Corporation as a space systems engineer for 15 years. One of the projects which he worked for is HTV, H-II transfer vehicle, from ground to the international space station. His final position in HTV project was a technical lead in Mitsubishi Electric Corporation. He had been an associate professor at Graduate School of System Design and Management at KEIO university since 2010 and he has been a professor since 2017. His main research topics are system development methodology especially systems architecture. He was a program manager on ImPACT (Impulsing Paradigm Change through Disruptive Technologies Program) lead by Cabinet Office of Japan from 2015 through 2019, and developed Small Synthetic Aperture Radar(SAR) Satellite System for On-Demand Observation.

A New Stage in the Japanese Space Industry Exploited by Industry-Academia-Government Collaboration
日本の宇宙業界が加速しています。21年度政府予算案は過去最高の4500億円となり、スタートアップ企業数も50社に到達、また学術界と産業界の連携も始まりました。宇宙産業が発展・拡大し、将来的な日本の成長戦略の柱となっていくために、産学官はどのように連携すべきか？各界のリーダーとともに議論をしていきます。
The Japanese space industry is accelerating with the government budget for FY 2021 reaching a record high of 450 billion yen and the number of start-up companies reaching 50. The collaboration between academia and industry has begun. How should industry, academia and government collaborate in order for the space industry to develop and expand, eventually becoming a pillar of Japan's future growth strategy? We will be discussing this topic with leaders in spanning various fields.
